- •Princeton University (BA) and Wharton School (MBA); early career at The Lewin Group and Advocate Health Care's Christ Medical Center.
Financial / Compensation
- •Gallagher's total reported compensation was $5,191,626 in 2024 on the Form 990 of Endeavor Health Clinical Operations (formerly NorthShore University HealthSystem), including roughly $2.1 million base salary and $1.4 million bonus.
- •His reported pay was $6,283,529 in 2023, and roughly $24 million cumulatively from 2017 through 2023 per Form 990 analysis.
- •The 37 highest-paid employees on the 2024 Endeavor Health Clinical Operations 990 received about $47 million combined; that filing entity alone reported $2.3 billion in revenue.
- •Endeavor Health reported $6.4 billion in total 2025 revenue and an operating loss of $33.9 million (-0.5% margin), versus a $494.3 million operating loss (-8.3%) in 2024.
- •Endeavor booked $62.3 million in legal settlement costs in 2025 after $457.2 million in 2024, the latter including $453 million tied to sexual abuse claims against former gynecologist Fabio Ortega.
- •Despite the operating loss, Endeavor posted 2025 net income of $663.3 million on investment returns, and is pledging a $1 billion investment from its endowment as part of the Rush merger.
- •S&P affirmed Endeavor's 'AA-' rating with a stable outlook in May 2024 when it priced $291 million in Illinois Finance Authority refunding bonds.
Lobbying and Political
- •No 2025 or 2026 federal lobbying filings are registered under the Endeavor Health or NorthShore names in the Senate LDA database; Endeavor's federal advocacy runs through the AHA and the Illinois Health and Hospital Association.
- •Merger partner Rush University System for Health paid Cozen O'Connor Public Strategies $120,000 for federal lobbying in 2025 and $90,000 through Q3 2026.
- •The AHA, on whose board Gallagher sits, reported $25.47 million in federal lobbying expenses in 2025 and $14.39 million in the first three quarters of 2026.
- •Gallagher chaired the Illinois Health and Hospital Association in 2023, the state trade group that lobbies on Medicaid rates, tax exemption and certificate-of-need policy in Springfield.
- •Illinois maintains a certificate-of-need regime; in March 2025 the state review board blocked Endeavor's plan to end inpatient psychiatric care at Northwest Community Hospital, showing the same incumbent-protection system can also bind the incumbent.
Revolving Door
- •No federal or state government positions found for Gallagher.
- •Sits on the Madison Dearborn Partners Healthcare Advisory Council, linking a nonprofit system CEO to a private equity firm's healthcare deal flow.
- •Past chair of the Illinois Health and Hospital Association and current AHA trustee, giving him leadership roles in both the state and national hospital lobbies.
Home System Record
- •Endeavor and Rush announced a merger on October 14, 2026 that would create a 12-hospital, roughly $11 billion system in northern Illinois and northwest Indiana; the deal is targeted to close in early 2027, subject to regulatory review.
- •Evanston Hospital, Endeavor's flagship, had the largest fair-share deficit in Illinois at -$152 million per year (2020-2022 average) in Lown Institute data: about $198 million in tax exemption value against $47 million in community investment.
- •Endeavor planned to cut about 100 jobs and end inpatient psychiatric services at Northwest Community Hospital in Arlington Heights in April 2025; the state review board blocked the closure plan on March 19, 2025.
- •Endeavor said in January 2025 it would eliminate up to roughly 100 positions after a $127 million net loss in the first nine months of 2024.
- •Nearly 3,000 nurses at Evanston, Skokie, Glenbrook and Highland Park hospitals began organizing with Teamsters Local 743 in spring 2026, citing pay cuts of $5 to $22 an hour and understaffing; two Evanston ICU nurses were fired in May 2026.
- •Teamsters Local 743 filed an NLRB election petition on October 22, 2026 for about 2,408 registered nurses; Endeavor moved to postpone the hearing and on November 2, 2026 filed a motion to dismiss.
- •Rush nurses voted to unionize with National Nurses United in 2026, and Edward Hospital nurses in Naperville have petitioned for an election, setting up the merged system to face two nurse unions.
Litigation and Scrutiny
- •Endeavor paid $453 million in 2024 to settle civil claims by former patients of gynecologist Fabio Ortega, who pleaded guilty in 2021; by April 2024 at least 60 former patients had sued Ortega, Endeavor and/or Swedish Hospital.
- •Endeavor recorded a further $62.3 million in legal settlement costs in 2025; the matters covered have not been publicly itemized.
- •In January 2024 Endeavor agreed to pay $55 million to settle a consumer class action alleging NorthShore used market power from its 2000 acquisition of Highland Park Hospital to inflate prices; the FTC had earlier found that merger anticompetitive.
- •Four nurses sued Endeavor in federal court in Illinois on August 15, 2025 (No. 1:25-cv-09768) alleging unpaid pre- and post-shift work and interrupted meal breaks under the FLSA and Illinois wage laws; one plaintiff also alleges she was fired after a manager searched her phone over union talk. No resolution has been reported.
- •At least three unfair labor practice charges were filed against Endeavor with the NLRB between March and June 2026 alleging retaliation and surveillance of organizing nurses, per a June 2, 2026 letter from Rep. Jesus "Chuy" Garcia to Gallagher.
- •The FTC and Illinois Attorney General sued in December 2015 to block the NorthShore-Advocate merger, and the parties abandoned the deal.
Red Flags
Gallagher's NorthShore, whose 2000 Highland Park acquisition was found anticompetitive and cost $55 million to settle in 2024, is now set to have him run a roughly $11 billion merged Rush-Endeavor system in the same Chicago market.
Endeavor's flagship Evanston Hospital has the largest fair-share deficit in Illinois at -$152 million per year, receiving about four times more in tax breaks than it returns in community investment.
Gallagher was paid $6.28 million in 2023 and $5.19 million in 2024 while Endeavor ran operating losses, cut jobs, and sought to close a behavioral health unit.
Endeavor's $453 million Ortega abuse settlement is among the largest of its kind by a US hospital system and covers abuse alleged over decades at hospitals now in Endeavor's system.
Endeavor is fighting a nurse union drive at four NorthShore hospitals: two nurses fired, at least three NLRB charges, a congressman's letter, and a motion to dismiss the Teamsters' election petition.
Endeavor posted $663 million in 2025 net income and is committing $1 billion of endowment money to a merger, while nurses report pay cuts and the system lost money on operations.
A pending federal wage suit alleges Endeavor deliberately understaffed nurses to cut costs, forcing unpaid overtime.
Pattern Summary
Gallagher is a career consolidator. NorthShore's Highland Park merger was found anticompetitive, regulators blocked its Advocate merger, the Edward-Elmhurst deal created Endeavor, and now Rush. Each step builds market leverage in Chicagoland, while the flagship hospital takes in roughly four times more in tax breaks than it returns and Gallagher collects $5 million to $6 million a year. The 2026 nurse union fight and the Ortega settlement show a system that protects the institution first.
