Kyu Rhee, MD
The IBM-to-Aetna-to-Community Health Pipeline
President & CEO, NACHC (National Association of Community Health Centers)
Last verified November 6, 2026
Overview
Went from designing coverage policy for 65 million Aetna members to running NACHC (which lobbies the agencies Aetna profits from) while simultaneously sitting on the board of Providence Health Plan, a Medicaid/Medicare participating insurer. Spent a decade as IBM's Chief Health Officer during Watson Health's well-documented failure, which provided "useless and sometimes dangerous recommendations" in oncology and burned $62M at MD Anderson before cancellation. He leads the committee's Improving Care for Vulnerable Populations working group, whose Food is Medicine recommendations for Medicaid go to a vote on November 9, 2026. In 2026 NACHC struck partnerships with the Joint Commission, including a new accreditation program for health centers, and with Labcorp.

Conflicts and concerns
Active insurance board seat while advising CMS: sits on board of Providence Health Plan (Medicaid/Medicare insurer) while serving on committee that advises on those same programs.
NACHC lobbies CMS and Congress ($650K–$800K+ annually) while Rhee simultaneously advises the agency being lobbied.
IBM Watson Health: "useless and sometimes dangerous recommendations" in oncology. MD Anderson project burned $62M before cancellation.
GLP-1 startup advisory role intersects directly with active CMS coverage debates.
Modern Healthcare "100 Most Influential" 2025.
Physician-owned hospitals
As former CMO of Aetna (65M members) and current board member of Providence Health Plan, Rhee represents payer-integrated medicine. NACHC is focused on FQHC funding and managed care: not physician ownership. No stated interest in Section 6001 reform.
